Picked up one of these chaps the other day its 1/50 scale very nice and articulated and well I was wondering should I glue it to a base, weather it and have it as some static scenery or should I leave it as is?

I support it would depend on the height of the bases you've mounted your troops on .... but I'd leave it as it is :)

I would definitely weather it for using it as a scenery item.

I'd be inclined to weather it, and only base it if the rest of your vehicles are in that manner. Here's a link to a blog i follow he's been having fun with a lot of cheap tesco toys of late:

food for thought.
