Question

If a non-initiative unit attempts to react to a enemy unit and fails, does the enemy unit still get its reaction even though nothing would trigger it?

Yes even a failed reaction is still considered a reaction and the IU may choose to fire or move or ignore it as a result.....Mikey

If the IU decided to move, it isnt another free move but rather him finishing a move?

Example was the other day when I had a IU move 6" up to cover and a non-IU reacted and failed. The IU then proceded to move another 6" into a building. Since that is with in a rapid movement speed would that be legal or no?

To further it there was a fog of war card that only allows tactical movement

The IU declares its action and your opponent then declares any and all NIU that will react to your units action.

The NIU declares at what point in the IU move it will react at.

So once your unit has declared its action it cannot change this declaration once NIU have declared their reactions.

In your example once you had declared that a unit would move 6" up to cover, this ended your declared action. If the NIU was still in LOS your unit could then fire on the NIU first before the NIU then returning fire provided that it passed any necessary morale checks that it might need to take as a result of the IU firing.

If your declared action was to move rapidly then once the NIU declared its reaction and failed your unit has the option of firing on the NIU first, and thus losing 1 inch of movement and then receiving return fire as above or your unit could continue to move ignoring the NIU and move completely out of LOS and thus there would be no fire from the reacting unit.

A unit cannot enter a building while moving rapidly, it may only while moving tactically.
