Background:

February 28, 1997
North Hollywood shootout was an armed confrontation between two heavily-armed and armored bank robbers Larry Eugene Phillips Jr & Emil Dechebal Matasareanu and patrol and SWAT officers of the LAPD on February 28 1997 at a Bank of America teler-office

Two suspects were killed and 15 people were injured, including 10 policemen. None of the injuries incurred during the hour-long shootout was "life threatening,"

Los Angeles Police Chief Willie Williams said.
Although only the suspects were killed,
the sheer number of injuries made this one of the bloodiest single cases of violent crime in the 1990's and one of the most significant single bank robberies of the 20th century

Special Notes

Strong Stimulants
Both Larry Philips and Emil Mătăsăreanu would often take muscle relaxants before a heist. Thus they gain the Strong Stimulant rules.

Armed and Dangerous
Both Larry Philips and Emil Mătăsăreanu had illegally converted several rifles to Fully Automatic. They were also both equipped with several fully automatic weapons, and pistols. While the LAPD has only pistols and shotguns. Both Philips and Mătăsăreanu count as having Lt. Support weapons (AP:1), and when shooting at Cops count as out gunning them (i.e. 1 extra FP die)

Encumbered
Both Larry Philips and Emil Mătăsăreanu had made custom made body armor that covered their entire bodies. This gives the Heavy Body armor rule, and it also prevents both of them from preforming rapid movement.

Just saw this on a recent history channel piece (or was it Mysteries at the Museum?) last week. Great scenario.

I will surprise my player with this scenario.
Few questions:

1. I assumed that the hotspot #6 is a typo and it should actually be #5.

2. Is the starting point for the two robbers as indicated on the map? If that is the case then the robber closest to the right edge should be able to escape easily and thus win the game. Perhaps having them start at the bank entrance would be more challenging.

3. Just curious, how did your game go with this scenario?

1. You are right it was a typo. I will upload a correct picture.

2. The start point for the robbers is the left side of the Bank of America building. They mush start adjacent to it. The spots with the robbers name is where they died.

3. I have never played a real game of Force on Force. I am currently trying to convert some players at my local game store.

Here are a few ideas for miniature figures:

Wargames Foundry police

Westwind

From experience I would probably need a minimum of 30 police since they are acting as irregulars.

SWAT team (Assault Group)

For the bad guys:

Assault group

For terrains:

Copplestone Casting

For police cars:

policecarmodels.com
Image
This is expensive at about $25 but the best looking.
Image
This is more affordable at $4 only.
Image
This one is at $10 but it's an actual LAPD car.
Image
The most affordable option is from worldworks.com. With this you can have all of the police cars shown on the map and only pay around $12.

Yes I like to post pictures  .

More to come but if you have any suggestion please chime in.

Tim

As a side note, I noticed that the movie 44 Minutes which is based on this incident is rented out on Netflix ever since this post came out. Coincident :o ?
