On page 76, the Split Advanced Support Weapon Effects chart at the bottom has a note saying that "effects" are cumulative but then confuses things by saying a TL3 weapon would have the "advantages" of TL1 and TL2. What about the disadvantages? For instance, a TL1 EWS has a -1 modifier for reaction tests, does this also apply to TL2 and TL3 EWS?

I'd go with the effects part of the statement, so energy weapon systems continue to have the -1 reaction roll penalty for charge up time/positioning the weapon and such.
The specific use of 'advantages' is probably just a very minor error, since only EWS has a disadvantage.
