Quick clarification on the term: round of fire
Initiative Unit X is declares it will rapid move across table. NIU B declares it will react with fire.
ok say B wins reaction test and fires. say X survives the fire. Does it get to return fire now and then complet its activation?
In other words do IU always get to return fire if able even tho firing was not part of their initial declartion of intent?

My understanding of this, and it will be interesting to see if I'm right, is:
The IU may return fire if it wants, but will sacrifice 1 inch of it's movement and 1 of it's firepower dice if it does. This is true for each and every reaction by fire it triggers. So, if 3 NIUs fire at the IU and the IU returns all 3, then the IU rapid move falls to 9 inches and they lose 1 firepower dice for each return fire. So if they started at 5 FP, the second reaction round sees them at 4 FP and the third at 3 FP. If they survive and intended to fire at a target after moving, then they would be at 2 FP.
So you have to decide if you are just going to grit your teeth and take the fire, or if you're going to get tied down in firefights.

where in the rules does it talk about the -1" move?
I've been trolling thru the rules trying to find it.

Also, since the unit is moving rapidly, they get a further -1FP because they moved rapidly this turn. This is correct even for rapid movement reactions yeah? I don't think the shooters get a bonus to their FP, and I don't think the runners get a penalty to their defense dice, but I'm sure they get a penalty for shooting while moving rapidly.. (at least I double checked it on the QRS).

Wait I tell a lie. Here it is in page 31-32. It doesn't mention reacting to fire with fire explicitly but it does say you can move then fire, Not fire then move. It also says you get -1 to all reaction rolls and -1 fp for the remainder of the turn. Also, any unit shooting at them gets +1 fp.
So I would rule that you can only return fire if you had moved a bit first before the reaction took place

is this true can a rapid move unit only fire its declared fire or any reactive fire during a round of fire if it has moved firste?

Rapid moving units react to fire the same as anyone else, they just suffer the negatives for rapid movement.
A unit has to declare or perform an action for another unit to react to it. Actions that can generate a reaction are listed at the top of page 66, FOF.
