If a unit is suffering from the "Casualty Penalty" it must make a TQ check on one die if it attempts to move faster than Tactical.
If the unit fails the test, can it still do anything - e.g. move at Tactical speed, or if that would leave it in the open, elect to fire at an enemy instead of moving?

My understanding is that a unit must declare is action once the unit has been activated.
This included declaring the type of movement going to be used (tactical or rapid), the units destination (which can be pre measured) and the target for any fire that will be made.
So should a unit with casualties declare a rapid move, to a final destination some 12 inches away only to fail its TQ check would find itself only being able to move 6" towards their destination and perhaps now out in the open and quite vunerable.

Actually, our intent with that rule was that if you failed the TQ check to Rapid Move, you'd either remain in place or make a Tactical Move towards your declared destination. Either way, the activation would still count as movement and could be Reacted to by enemy units.
The unit could still fire, of course, even though it failed its check to move rapidly.

Does the unit still count as moving rapidly for firing purposes even if it fails the check?
